No, the title to this commentary is not a typo. On March 22, the Treasury announced it would sell its mortgage holdings, plunking a cool $10 billion of the securities back into the market on a monthly basis until its entire $142 billion of holdings have been depleted. On the other side of this transaction, the Treasury will do… nothing.

Just when we all thought rates couldn’t get any lower, they did. As we entered the third quarter, fears of European debt problems both at the government and banking level consumed the marketplace. Government spending’s chickens, it seems, were coming home to roost.

It’s been interesting to watch the markets set up for alternating scenarios through this downturn. Several times during the last 22 months since Lehman went under, fears of inflation have swept in like waves on the beach. Just as quickly the water receded from the shore.

In recent weeks we have seen interest rates on the rise some 20 percent or more! Of course, that’s only about 20 basis points in the front end, but many believe this indicates a market gearing up for interest rate increases.
