Christine Carr has been involved in the affordable housing/community development business for 35 years. She started her career at the Dept of Housing and Urban Development in Washington, DC. While there, she was assigned to the Senate Housing Subcommittee and worked on the legislation that created the Community Reinvestment Act. She worked at HUD for a total of 5 years in the Urban Development Action Grant Program and also in San Francisco in Housing Loan Management. After leaving HUD she worked in San Francisco for First Interstate Mortgage Company and Citibank’s Real Estate Investor Services group, financing apartments and other types of commercial real estate. In 1991 she joined the Community Lending Group of First Nationwide Bank specializing in permanent loans and FHLB Affordable Housing Program grants to non-profit housing developers for affordable multifamily housing. In 1999 she joined the Community Development Banking Group at Bank of America doing construction and permanent financing with loans and bonds on affordable housing projects. In 2002 she went to Silicon Valley Bank to set up its Community Development Finance Group and continues in that capacity.
Carr attended St. Francis College in Loretto, Pennsylvania and received a BA in History. She received a Masters in Public Administration with a concentration in City Management from the University of Pittsburgh. She is the Board Chair of the California Community Reinvestment Corporation, and a loan committee member for the Opportunity Fund in San Jose and the Bay Area Local Initiative Support Corporation lending program. She is also the Technical Advisor to the City of Berkeley’s Housing Trust Fund. Carr is a member of Enterprise’s Bay Area Leadership Council, Merritt Community Capital’s Board and the Salvation Army’s Kroc Advisory Board. She and her husband raised their 3 daughters in Berkeley, CA and they continue to live there.
